Westerville spans the county line and spans eras with it. The Uptown area and the neighbourhoods around Otterbein are long established, with mature trees and older homes, while the northern edges are considerably newer. That range means the right project varies a great deal depending on which part of the city a property sits in.
The Area
Around Uptown, properties come with mature canopy, tighter lots, and older hardscape that has done decades of freeze-thaw service. Further north, homes are newer, lots are more open, and the landscaping is often still the builder original — evenly spaced shrubs, no bed structure, and plenty of sun. Both are good work, but the starting point is not remotely the same.

Bed lines and layering. Builder planting is typically a single row of identical shrubs with no defined edge, so cutting proper bed shapes, adding height and texture variation, and mulching changes the front of the house dramatically for relatively little money.
Often yes. If the base is sound and the problem is washed-out joints, weeds, and settling in isolated spots, resetting and re-sanding is far cheaper than replacement. If the base has failed along the length of it, rebuilding is the honest answer.
